2. What is COMPASS?

This article summarises Complementarity Assessment Framework COMPASS.

COMPASS, or the Complementarity Assessment Framework, is a new points-based system for Employment Pass (EP) applications and renewals in Singapore. It was introduced on September 1, 2023, and will apply to all new EP applications from that date. EP renewals will also have to be eligible through the COMPASS framework from September 1, 2024.

COMPASS is designed to assess the complementarity of an EP applicant to the Singapore workforce, and to ensure that employers are hiring high-quality foreign professionals. It is also designed to improve workforce diversity and build a strong local core.

COMPASS consists of six criteria:

  1. C1 - Salary
  2. C2 - Qualifications
  3. C3 - Work experience
  4. C4 - Occupation
  5. C5 - Skills bonus
  6. C6 - Firm-related attributes

EP applicants are awarded points for each criterion, and must score a minimum of 40 points to be eligible for an EP.
